Emotional Survival

This presentation is designed to assist law enforcement professionals by the development of behavioral strategies to inoculate against loss of idealism and inappropriate behavior patterns. It will review the short and long-term effects on law enforcement officers on both the personal and professional aspects of their lives. The course will discuss how the initial enthusiasm and desire to professionally contribute can be transformed into negative cynicism, social distrust and hostility to the world at large that significantly impacts the professionals work performance, decision-making and ultimately over-all quality of life. The goal of the course is to have the law enforcement professional review the potential impact the career causes in the personal life and to develop strategies for overall emotional survival. The strategies are designed to permit the professional to continue functioning effectively and ethically without “burning-out” and without resorting to emotional isolation from friends and colleagues.

Costly Police Personnel Litigation - Can it be Reduced?

Legal disputes over police personnel issues are costing cities more time and money each year. This workshop will be presented by two well-known attorneys in the field of police employment litigation: Martin J. Mayer, partner with the management firm of Jones & Mayer and Rocky Lucia, partner with the labor firm of Rains Lucia & Stern will discuss ways that labor and management can mitigate exposure to expensive litigation. They will discuss recent court decisions involving, among other items, issues arising out of POBR, use of social networks, officers use of personal cell phones, Brady issues, and the controversy of voluntary vs. compelled statements by officers in critical incidents. Both attorneys have agreed to provide ample time for specific questions and answers.

If challenges are opportunities, why do most of us complain about them? It’s because they are usually only seen as opportunities after we’ve met the challenge, won the victory or been successful. Tina’s presentation will give you a checklist to use ahead of time to make sure you and your team can feel good about the challenge before you see the final outcome. Along with reality-based information, she’ll bring inspiration to energize you for the afternoon.

Tina Rowe had a 33 year career in law enforcement—25 years on the Denver Police Department, where she retired as a patrol captain and 8 years as the presidential appointed United States Marshal for Colorado. She has trained and presented to thousands of audiences, with a focus on professional and organizational development.

Terrorism, Catastrophes and Budgets: Innovating Leadership in an Uncertain World

There are certainly leadership challenges in all the domains, disciplines and environments of the homeland security effort. While uncertain futures, complex relationships and an increasingly interconnected world will change and influence how we think about threats and risks; there are also opportunities for not only short term solutions but also longer term strategic advancements. This session will be a discussion based forum that will explore the possibilities and advantages of thinking critically and strategically to solve complex problems and advance new ways of thinking about the world we live in.

Naval Postgraduate School (NPS) Research & Field Experimentation Tour

NPS provides high-quality, relevant and unique advanced education and research programs that increase the combat effectiveness of the Naval Services, other Armed Forces of the U.S. and our partners, to enhance our national security. Of specific interest to the CPOA community is the Research & Experimentation for Local & International Emergency & First Responders Program (RELIEF) that provides an environment fusing interactive community building and knowledge sharing activities with concept-based socio-technological experimentation. Since 2009, RELIEF has brought humanitarian practitioners, technology developers, federal civilians, and active duty military personnel together for hands-on collaboration. The multi-institutional field setting provides a semi-structured learning environment promoting collaboration and relationship building across an increasingly diverse response network. The research and experiment areas will include- interoperable communications, leveraging social media, unmanned systems, surveillance & reconnaissance, operational uses of alternative energy, human factors, modeling & simulation and much more!

The Occupy Movement: Navigating the Strategies, Tactics and Politics

On September 17, 2011, a protest movement began in New York City that quickly polarized our nation. This leaderless resistance known as Occupy Wall Street demanded immediate change to their perception of the economic and social inequality in our country. This movement which centered on the tactic of camping in public areas until their demands were met created significant issues for law enforcement and politicians alike and soon grew to over a 100 cities across the country.

This is a panel discussion that will briefly address the Occupy events in Oakland, Los Angeles and Sacramento and also examine the tactics, strategies, policy implications and political ramifications of successfully managing this movement.
