Leadership During the Budget Crisis: How to Plan for Leadership Succession

There is a crisis looming in law enforcement brought on by the ongoing budget crisis and the additional threat of pension reform. Just within the Sacramento Police Department, nine out of 11 members of the command staff, including the chief, are eligible to retire within three years and more than half of the existing lieutenants could retire.

How do you conduct leadership succession plans under these conditions? How do you make the needed budgetary cuts? Do you encourage early retirement? Do you freeze hiring? How do you manage the morale issues that ensue? How do you identify and nurture the next leaders.

This panel discussion encompasses broad-based views from police, sheriff and CHP leadership. Discussion will include the budget crisis and impacts on law enforcement; the short term vs. long term implications of such; how to conduct future forecasting; and strategic planning for the succession of your agency's leadership.
